Here is some background to the by-election in the Brackenbank and Ingrow ward of Keighley Town Council in the City of Bradford (West Yorkshire).
Despite being the fourth largest parish in England by population, after Weston-super-Mare, Shrewsbury and Aylesbury, Keighley remains a non-political council.
Keighley Town Council comprises 30 members, elected from fifteen wards as follows – Bogthorn and Exley (1), Brackenbank and Ingrow (3), Fell Lane and Westburn (3), Guardhouse (1), Highfield (2), Knowle Park (1), Lawkholme and Showfield (2), Laycock and Braithwaite (1), Long Lee and Parkwood (2), Morton and Sandbeds (2), Oakworth (3), Riddlesden and Stockbridge (3), Spring Gardens and Utley (3), Town (1) and Woodhouse and Hainworth (2).
Brackenbank and Ingrow town ward is combined with the Bogthorne and Exley, Fell Lane and Westburn, Guardhouse and Laycock and Braithwaite town wards to form the Keighley West city ward of Bradford.
The council strengths were as follows:
Elections on 1 May 2007: Independent 15, No Description 8, Independent Oakworth Residents 3, Lib Dem 1, Independent Community Candidate 1, Non-Political Description 1, Vacant 1 7 of the 15 wards were uncontested, with one vacancy in Morton and Sandbeds ward filled by co-option.
Elections on 5 May 2011: No Description 15, Independent 6, Non-Political Description 5, Lib Dem 2, Independent Resident of Oakworth 1, Vacant 1 5 of the 15 wards were uncontested, with one vacancy in Morton and Sandbeds ward filled by co-option.
The town mayor is No Description and the new deputy mayor is Lib Dem.
The result in Brackenbank and Ingrow ward on 3 May 2007 was: Elected: Independent 3 - unopposed
The result in Brackenbank and Ingrow ward on 5 May 2011 was: Elected: No Description 3 - unopposed
The current by-election is caused by the resignation of Lionel Lockley (No Description), the deputy town mayor, for “personal reasons”.
The four candidates are UKIP and 3 No Description.

Conservatives gain Nuneaton - Arbury from Labour
Con 395, Lab 369, UKIP 109, Grn 56, BNP 35, TUSC 8, ED 6
Labour hold Liverpool - Riverside with 71% of the vote
Labour hold Glasgow - Shettleston.

Conservatives gain Nuneaton - Arbury from Labour Con 395, Lab 369, UKIP 109, Grn 56, BNP 35, TUSC 8, ED 6 Well thats a shock. I know they've won the ward before but didnt see that coming at all. Is it a comedy low turnout? looks like it by the votes for some of the smaller parties

Is it a comedy low turnout? looks like it by the votes for some of the smaller parties 3270 voted in 2010 (GE day), 1452 in 2012 and just 978 today.

Assuming little change in number of voters since then, we would have a by-election turnout of about 19%. I guess the disqualification of a councillor is not a great way to motivate members to campaign or supporters to vote.

Is it a comedy low turnout? looks like it by the votes for some of the smaller parties Raw numbers are much lower than 2006, 2008 and 2012 (am discounting 2010 which would have been inflated by the GE). Another thought, were there reasons for the disqualified Councillor's non-attendance that could have bitten Labour on the bum so to speak?

On the Nuneaton and Bedworth council website there is an article about the local sorting office being closed due to asbestos being discovered. Perhaps some postal votes did not get through.
