Harold Steward was a Conservative Liverpool Councillor/Alderman for over 20 years from 1953 despite being MP for Stockport South from 1955 until 1964. Apparently he did not make a speech in Parliament. He did go on to lead the Council from 1967. He was one of the thirteen MPs named in a 1963 That Was the Week That Was sketch as having not spoken in the Commons since the 1959 election. Alongside his colleague from Stockport North, Norman Hulbert. Lucky old Stockport as David Frost remarked.

He did make a speech in July 1963, which might well have been prompted by that sketch.

Luton, Barnfield (2027). Jeff Petts (Liberal Democrat) has been removed from the list of councillors. Luton, Wigmore (2027). Claire Gallagher (Liberal Democrat) has been removed from the list of councillors.
Stockton-on-Tees, Fairfield (2027). Alex Griffiths (Conservative) has ceased to be a councillor. This is the second simultaneous vacancy in this ward - I imagine we will see a double byelection on 19 September, though the page is currently not clear.

Anyone know what's going on? I can't find any news about this at all. The last thing that happened with Luton Lib Dems is that their long time group leader (and leader of the opposition on the council) stood down earlier in the year, but that seems to have been entirely amicable. He certainly deserved a rest after twenty six years in the job.
The Luton council website is terrible though.

Graham Leadbitter has resigned as SNP councillor for Elgin City South ward, Moray council. He is now the MP for Moray West, Badenoch and Strathspey.

That Luton news seems odd. Anyone know what's going on? Often when two councillors resign they are related in some way. Might be the case here? Luton have now put up notices of election for 26 September, and confirmed that both are resignations. Haven't found anything about reason for resignation yet.

I think both Stockport MPs were mentioned as silent MPs in the TW3 sketch. I think Norman Hulbert blamed the sketch as the reason for his defeat in 1964.

Some of the MPs hadn't made a speech since well before the 1959 election. It wasn't true that they hadn't been heard at all though as several had asked parliamentary questions.

They were all born between 1871 and 1907, and they all died between 1964 and 1991.

Aha, perhaps some of them were unfairly maligned then. These days the number of questions asked in the House is often used as a benchmark of how active an MP is, but I doubt the public would be particularly interested in how many speeches they had made.

Several of the men criticised there were very old, and several were interesting characters. Charles Key, for one.
It would be fun to see a modern version, mind.
