Are these results part of a local trend or a direct result of traditional Tory areas being unhappy with the current Tory party? Probably a bit of both, but i think the phrase 'sub regional movement' is useful here.

I would say both are a bit of both, plus the fact that there was a Conservative Independent in Surrey. But he was initially deselected because he wasn't viewed as sufficiently right wing - did he stress his Conservative views in the by election? I think the fact he has remained an Independent is instructive

My recollection is David Munro was County Councillor for Farnham South which doesn't include Frensham & Tilford which are in the Waverley Western Villages division of the County Council.
When Munro won the PCC election and resigned the Conservatives won the by election Farnham South was a near miss for the Farnham Residents in 2017 but they took it last year.
Waverley Western Villages has always been solid Conservative since its creation though the Tory vote share in 2021 was 58%, well down from 71% in 2017.
The LDs polled 25% but were still 1,400 votes behind.
For the Conservatives to finish third in such an area is astonishing - it's a solid vote for the Greens but Munro chose his battle wisely. He's the second outright Independent on the Council - the other is Maxine Gale in Milford who won a by election in February 2020 which the Greens, LDs, Labour and the Residents didn't contest. She beat a Conservative and another Independent candidate.
There's another by election for the Council in Hindhead Ward on June 23rd.
