Test Valley has I believe just missed out on falling within the six month rule, but a by election must be rather unlikely.

I think the three current vacancies, and then there were two on the same day in February, and two more at the end of October 2021.

I don't know if Antiochian is still here, but there was a number of councillors elected for the Andover Alliance, who exploded due to personal conflicts.

Since it's now the evening of 4 November, I suppose the six month rule now applies, and so any future vacancies in councils with elections in 2023 (i.e. most of them) will not be filled until then.

I also think my description of the application of the six month rule for the councils set to be abolished is slightly incorrect - for the vacancies that arose before 1 October, byelections could still be called, they just very likely won't be. There is also provision for byelections to occur if more than one third of the seats in the council become vacant.

I think there are still a couple of days until the 6 month rule kicks in. It is 6 months before the term of the Councillors elected in 2019 ends which is normally Monday. However, I am never sure whether it is midnight Sunday or midnight Monday.

However, as the Coronation is planned for Saturday 06 May, will the elections on Thursday 04 be delayed thereby affecting the "6 month" rule. In some years counts extend into the weekend but ought to be avoided by careful planning. Maybe more councils will count on the night. What if a Bank Holiday is declared on the Friday or Monday?

Of the current 16 known vacancies where an election has not been called, 12 are seats due to be contested in May and another 2 are in wards where there will also be an election that day and therefore potential "double" contests.

If a Bank Holiday is declared for the Friday, that could throw a spanner in the works for the plan to have the SCC ward counts on the Friday - we usually count overnight, but because we're having all ups due to boundary changes, the RO wants to count in batches on the Friday...

But another blasted bank holiday that will inconvenience many - and I concede that moving the May Day holiday at this stage would be too disruptive and not solve all the problems.

Incidentally do republicans want bank holidays for every presidential inauguration?

Hey, think of me - my care company charges double time on Bank Holidays but my PIP doesn’t increase, so i have to meet the difference myself (which would be slightly less galling if they actually increased their carer’s pay accordingly).

Not ideal but I think the scrapping of the late May BH this year because of the Platinum Jubilee was also announced at fairly short notice.

I'll include you when I next revise my stock rant. Here's the one I posted last on another forum:

I'm against increasing them, I'd rather add to the number of days people have off at their own flexibility.

Bank holidays are mostly fine for a household where everyone gets the same day off with pay (or if the rest don't work at all) but a pain for many others. Many paid by the day or the hour get an unpaid day off. Freelancers generally don't get an extra day to complete a project. People in retail and hospitality often instead get an intense day's work. Public transport is often a mess making getting into work harder for many. Schools close and much regular childcare isn't open (but often still paid for by the week or month) and so children from households all still working have to be looked after somehow. Many households with different arrangements can find only some have the day off and it's one less day on the shared holiday entitlement.

The Association of Electoral Administrators reckon it might, however, affect the retirement date for councillors - which then has an impact on the six-month rule. Which brings us back on-topic for this thread.

Somewhat oddly, Labour have held the King's Lynn & West Norfolk, Gaywood Clock vacancy unopposed. The ward was a three way split between Lab, Con, UKIP in 2019. The (slightly) overlapping vacancy in Norfolk, Gaywood North & Clock has candidates from each of the four main parties.
