What is it that means Dudley might be held as two separate elections?

What is it that means Dudley might be held as two separate elections? There is a Notice of Election for the 24 wards electing ONE councillor and a separate Notice of Election for the casual vacancy in Halesowen South.

I am assuming the poll will be combined. They don't need to issue a combined Notice of Election to do that.

I am assuming the poll will be combined. They don't need to issue a combined Notice of Election to do that. I think we have been caught out in previous years where some councils, I recall Reading and South Lakeland for example, run two separate elections in not dissimilar circumstances.

There is a double vacancy in Roe Lee ward of Blackburn with Darwen.
Both buttons on the Allerdale council website lead to the Notice of Election for the Workington Town Council by-election in St. Michael's ward and I am seeking clarification as to whether the Allerdale by-election in St. Michael's is going ahead.
Notices of Election for 5 May have been posted for Brighton and Hove, Rutland, Derbyshire Dales, Sevenoaks, Staffordshire Moorlands and Vale of White Horse.
I cannot find Notices of Election for 5 May for Lancaster, Lewes, South Norfolk, South Ribble, Warwick, Waverley or Wyre. They may appear later, or the by-elections may be called for a later date.
As noted above by Middle Englander, from the 7 vacancies currently in the Districts of Cumbria, North Yorkshire and Somerset, only Carlisle (Longtown and the Border) and possibly Allerdale (St. Michael's) have been called.
Pedants' corner - the other Carlisle vacancy is in Botcherby and Harraby North.

There is a double vacancy in Roe Lee ward of Blackburn with Darwen. This appears to relate to the resignation of Labour councillor Ron Whittle, who was last elected in 2019.

Great summary! Just to point out though that Portchester East on Fareham BC is not a by-election, it's a normal two member vacancy election of this cycle. Fareham is a halfs council but has one three member ward (this one) so it elects two members every other election, this being this part of the cycle. It all comes down to Portchester having entitlement for five seats within the borough and god forbid they have to have part of it in a ward with Fareham proper... Making it confusing for psephologists I don't think was ever a consideration unfortunately.
