There are 46 vacancies being contested in 25 authorities on 06 May - 34 single seat by-elections, 1 two seat by-election and 10 "double" elections. The Conservatives defend 20 seats, Labour 15, Liberal Democrats 5, Independents 5 and 1 Localist.

^ Conservatives defend 3 seat in split wards:
- Highfield is a two member ward where Labour and deceased Conservative had each won a seat in 2019, 2015 and 2011
- Guisborough is a three member ward where in 2019 an Independent, former Conservative, had nearly twice the votes of successful Conservative and Labour
- Yarm is a three member ward where Independent, elected as a Conservative in 2011, topped the poll with 2 Conservatives also elected
^^ Labour defend 2 seats in split wards
- Hollingdean & Stanmer is a three member ward where 2 Labour and a Green were elected in 2019; 2 Green, 1 Labour in 2011
- Round Green is a three member ward where 2 Labour and a Green were elected in 2019, 2 Labour and a Conservative in 2015
In 8 of these "double " election wards the party defending the casual vacancy also holds the other two seats. The split wards are:
* Fletton & Woodston is a three member ward that elected 2 Conservative and 1 Labour in 2016 with Labour retaining its seat in 2018
** Wroughton & Witchelstowe usually votes Conservative (2019 16.5% over Liberal Democrat and 2016 39.9% over Green) but Liberal Democrat by 7 in 2018
24 of the vacancies arose following the resignation of the former Councillor, including 5 after being elected as an MP, 20 died and 2 were disqualified.
For the by-elections, both Conservatives and Labour are contesting all 36 seats, Liberal Democrats 29 (81% of the seats) and Greens 17 (46%). There are 26 Independent candidates contesting 19 of the wards, 5 Reform, 4 UKIP, 4 "Localists" together with 11 Others - a total of 168 candidates an average of ~ 4½ per seat.
For the "double" elections contesting the 20 seats there are 19 Conservative (the exception is 1 seat in North East Lincolnshire: East Marsh), 18 Labour (all but 1 seat in each North East Lincolnshire: East Marsh and Scartho), 18 Liberal Democrats (no candidates in Scartho) and 13 Greens (65% of the seats). There are 10 Independents contesting 6 of the wards, 2 Reform and 1 UKIP together with 4 Others - a total of 85 candidates.
