There doesn't appear to be any obligation on a council to issue a Notice of Vacancy promptly after the vacancy occurs. The relevant legislation is s. 87 (2) of the Local Government Act 1972 says that, in the case of deaths or resignations, the public notice of the vacancy should be given "as soon as practicable" after the vacancy occurs. That's a legally flexible term.

In my experience, if you request a copy of the Notice of Vacancy from the Elections Office, they produce one fairly quickly.

Also worth noting that there's no requirement for the notice of vacancy to be published before electors can request a by-election to be held.

Vina Mithani (Harrow, Kenton West) has died. Conservative Cllr who in 2018 tied with the current Lab Cllr for the top spot in this three member ward. Two Con and one Lab Councillors were elected. A very tight marginal heading into next May’s elections.

I've already been getting the sense that some of these are not being called and being left vacant until the end of the term.

I've already been getting the sense that some of these are not being called and being left vacant until the end of the term. I'm hoping that this might be the case in Harrow following Vina Mithani's death. If a similar timetable is adopted to the Pinner West case in the same borough, then we would have a by-election in 2.5 months time, which is nearly Christmas. Nobody would welcome that, especially when it's remembered that the ward called Kenton West will return 2 councillors in May 2022, compared with the current 3, following the introduction of new boundaries.

I take it Com was a misprint? Oh yeah - LOL. Upper Lune Valley has not gone communist. Should be Con. Could be a close one between the Cons and the LDs though. Result in 2019: Scothern (Con) - 419 Hunter (LD) - 402 Rigby (Lab) - 92 Rejected papers - 24 Turnout - 48% Rightly no-one has been thinking of mobilising until Cllr Scothern's funeral. J
