Yes. But random citizens are not generally aware of it, or what they have to do.

Yes. But random citizens are not generally aware of it, or what they have to do. I'm sure that's right, my point was that it isn't down to Labour (or any incumbent party) to do it. As the Independents have two councillors in the ward, they could have done it by now*
* even if they are not grouped independents.

Seems unlikely before May now. There are two other councillors - both independent. Somewhat suprising that Labour don't want to fill the seat. Maybe nervous about losing. Surely anyone can call the by election? *
* requisite number of electors etc.
Well, yes. But someone would have to give enough of a toss.

As probably the only other member of this forum who knew of these vacancies in Dorset, I can assure you that I have diligently reached out to local Green members in the hopes of finding new blood for Winterborne Whitechurch Parish Council. Ferndown and Lyme Regis Town Councils also currently have vacancies which may be more likely to lead to moderately interesting contests.

Yes. But random citizens are not generally aware of it, or what they have to do. I know in Ely there used to be somebody who wasn't affiliated to a political party who always gathered signatures to force parish council by-elections, but that's a different set of circumstances as they were trying to forestall co-option.

There’s a parish council near me, which, whenever they have a vacancy, always seem to have more than one ‘applicant’ and end up having a vote of the parish council to co opt a parish councillor. It’s happened three times recently . I’m surprised that none of the ‘ unsuccessful ‘ candidates haven’t forced an election for the subsequent vacancies.

Yes, mental. "A Wyre Forest Councillor has decided to stand down to focus on her mental health and wellbing."
