However, the Washington SoS is now a Democrat, as the Legislature had to appoint a replacement when Wyman resigned to take a job in election security at the new federal Cybersecurity and Insfrastructure Security Agency.

For the benefit of those not overly familiar with Georgia it should be emphasised that those maps of "Atlanta" go way, way beyond the city itself, including not just its suburbs but small town / exurban areas as well. Yellow are the counties covered, blue the (artificial) borders of AtlantaCity: Those are not the borders of Atlanta city but of Fulton County pre expansion to the North and South West

Along with New York, Massachusetts, Washington, Oregon… and increasingly Colorado, Nevada, Arizona… and I was going to add Utah, but that may still be a while off yet.

The last time Manhattan sent a Republican to the House but George Pataki may have won here on the gubernatorial level and GOP Sen. Al D'Amato might have won here in 1992

Many states have a large number of nominal Democrats who are Republicans in all but name. West Virginia is arguably the most prominent. Many may register as Democrats but vote solidly Republican. All three Representatives in the House are Republican by 69% or more. Joe Manchin has somehow survived as Senator by voting with the GOP on most the key issues. He will likely lose in his next election. The changes in registration in West Virginia is a catch-up exercise as happened in the Southern States 40 years back.

How does party registration work in practice? Is it something you do once when you register to vote? That would explain the lag. Or does it have to be renewed?

Gwinnett county sums up the change . In 40 years its gained nearly 800k in pop and has gone from over 90% Non-Hispanic White to 32.45% in 2020.
