Just seems like he had second thoughts. His statement mentions that Jack Jones never took a peerage (and he was certainly offered one). I think the last person who was included on an honours list but then withdrew their acceptance was Sir Ian Horobin, and he's not a happy precedent, but that's no reason to presume the circumstances are in any way similar. It actually begs the question whether he knew about it as he was being floated for nomination in 2018 (along with Martha Osamor) and released a statement then that he wasn’t interested and would decline any offer.

Tony Woodley, ex GS of TGWU and Unite the Union, is not going to take up the Peerage he had been awarded in the Working Peers List. If he has merely changed his mind, does that somehow cancel the fact that he has been awarded the peerage? Or does it just mean that he is ignoring the fact?

The Peerage has not yet been gazetted. The list simply signifies that Her Majesty intends to confer a Peerage of the United Kingdom for Life on the people on it. Her Majesty is not obliged to go ahead with it, especially not if the person concerned says they would not appreciate it.
Decent people respect other people's personal wishes, and Her Majesty is most certainly a decent person.

The actual words used are “The Queen has been graciously pleased to signify her intention of conferring the following Peerages of the United Kingdom for Life”, but unless until someone goes through the swearing in ceremony in the Lords they’re not formally a Peer, just as technically someone isn’t a Knight until they’ve had their shoulders tapped by the sword.

I think the issue of the letters patent is what does the trick. The ceremony of introduction is what makes them a member of the Lords. (If the Queen makes someone an Earl, say, some other rank of hereditary peer, it would not give them an automatic place in the Lords. (I think!)

One of the original Blair GOATS in 2007, former head of the CBI. Came in as a Minister in BERR as it was - never much good in the Chamber, never quite got used to the political environment. He took the Government Whip for a while but never joined the Labour Party. When he stopped being a Minister he sidled off to the Crossbenches. Not been seen a lot in the past few years, seems to have spoken six times since 2012, and not voted much. No loss to the House or the country in my opinion.

Sadly, Lord O'Neill of Clackmannan (former MP) has died. This is genuinely sad. Only 75, one of dwindling and number of ageing former Scottish Labour MPs in the Lords. I don't think he has attended (even virtually) since last September.

Sadly, Lord O'Neill of Clackmannan (former MP) has died. This is genuinely sad. Only 75, one of dwindling and number of ageing former Scottish Labour MPs in the Lords. I don't think he has attended (even virtually) since last September. He was the Shadow Secretary of Defence in the period when the Labour Party was moving from unilateralism after the 1987 defeat. A tough call for a multilateralist in a unilateralist party. Perfectly decent bloke, may he rest in peace.

Lord Kirkwood of Kirkhope (Archy Kirkwood - LD) has retired today. He's not been attending since his wife Rosemary died, and considering his future. His view is that he has been doing jobs at Westminster for almost 50 years and it's time for a rest. Archy is a real expert on social security etc and he is a real loss to our party in the Lords.

Very sorry to see that Rosemary Kirkwood had died - she must have been very young too. I remember her as Ro Chester, the paid organiser (Secretary?) of the National League of Young Liberals. I was arrested with her and eight other YLs in Leeds in about 1968.
