Local Council by-elections on 2 May 2019

I think it's fairly clear the election in Thames ward, Reading will be a double-member election not two parallel elections. The Notice of Election gives Two members to be elected whereas when they did the parallel elections, there were two Notices of Election.

The only other instances I can recall of a casual vacancy being elected at the same time as a regular vacancy, but on a separate ballot, all involve the US Senate. I wasn't aware it was even an option for local authorities in this country.

I think there was one in South Lakeland a couple of years or so ago.

Ah right. I must have not been paying enough attention, in that case! Or perhaps I mistook Windermere for Lake Michigan?

No. All of the cases of double vacancy elections on 2 May are for different terms than the ordinary council elections. The top polling candidate gets the full term; the second placed candidate gets the shorter one.

No they always have different terms when it is a council that elects by thirds - that is the case with all the double elections listed above. Normally what happens is an election is held for two councillors and the candidate who wins the most votes is elected for the full term and the candidate elected second fills the remainder of the term from the casual vacancy
