I think on all sides of the debate, some people would offer the defence of "This is sincerely my belief"
If you want some form of reconciliation, a long long talk between that Tory Councillor wife and that Labour Councilor would be of use
But they may be housed in different institutions

Standard court reporting filling when someone appears at the Magistrates' court for a remand and reporting restrictions haven't been lifted. One of the few issues which the press can report on is the dress and appearance of the accused, so it tends to get mentioned in some detail so the story has at least something in it.

I'm guessing they have a minimum word count and some very odd padding was required.

The process IS the punishment. I don't even object. I just enjoy calling it out.
The thing with two-tier justice is that it is not consistent, it relies wholly on the whim of a mid-level functionary.

Just about everybody else arrested in connection to the riots has been refused bail, except for a few teenagers, so I don't see why it should be a surprise that it's happened in this case.

It is literally two-tier policing.
Now can we stop denying that two tier policing exists and perhaps discuss its merits and demerits?

I suspect what we are actually dealing with is multi-tier policing, whith which offences and which offenders fall into which tier varying depending on a wide range of variables. There are I think two main questions to consider. Firstly whether a particular decision is appropriate or not the answer to which will largely depend on the opinions and prejudices of who is answering it. Secondly are any groups of individuals, however defined (which is complicated enough to start with) are dealt with in a way which is consistently inappropriate. Given the difficulty of answering the first question to everyones satisfaction, and defining the parameters of the second, I think that answer requires a book, not a forum post
