"Null and void" Blackburn by Election

Strange goings on. Does anyone know the exact relationship between the organisation this chap worked for and Blackburn Council?

Can a returning officer declare an election null and void? Surely that would have to be done by a court?

Yes but his decision can be challenged in a court .
Although the cost of doing so is probably too costly to be worthwhile , the law does need to be clarified in this and similar marginal cases .
