Celebrate that the odious Schulz has departed the stage. What exactly is so "odious" about Martin Schulz? He's a perfectly respectable centre-left politician who's in favour of a well run European Union.

We are IN until we are OUT. Whilst in and having to contribute to the corrupt slush fund with no signed off audited accounts, the least we can do is participate to the full. We have a very legitimate interest in the new office holder and should ensure it is the person most likely to be fair and reasonable to us as we negotiate our OUT. To abstain would be an absurdity when we have the power to alter things at least in some small way to our advantage. members are entitled to full membership participation in everything until the last hour of the last day of membership. We shall be paying in and regulated by their rules until that last hour!

The next office-holder is likely to be in post until at least mid-2019. The UK will probably remain a member of the EU for most or all of that time. Therefore, there is no need for British MEPs to abstain on the election of Schulz' successor.

The European Court of Auditors gave a clean bill of health on our 2013 accounting books, for the seventh time in a row. This means every euro spent from the EU budget was duly recorded in the books and accounted for. Where does the error rate the Court is constantly reporting come from? When it comes to payments, the Court can confirm that the EU spending was in line with the rules only when the error rate is less than 2%. The Commission is working to move closer to this 2% threshold. In the past years the Commission managed to keep the error rate under 5%. In other words, out of every 100 euro spent by the EU, at least 95 euro was free from error. While this is not enough to get the Court of Auditors' positive opinion, it does indicate the very high standard of management and control applied to taxpayers' money at EU level. It is worth noting that the errors in EU spending are usually administrative mistakes, which are not fraud. If carlton43's statement is incorrect, perhaps you'd like clarify what 'this is not enough to get the Court of Auditors' positive opinion' means, exactly. If I don't get a positive opinion on my accounts I could be in hot water.

and now a genuine supplimentary question, to educate me
My reading of the situation is that the EU does have audited accounts, (put crudely, I suspect they are not accounts in the sense I understand them) but that the Auditors don't like some parts of them, Is that right and in those circumstances is it correct to say it (or any other organisation) hasn't got audited accounts rather than audited accounts with qualifications.
What in normal circimstances (eg for a firm) are the problems with having qualified accounts after audit? Are there sanctions or other consequences? Are there degrees of unsatisfactoriness? How does it compare with not having things audited at all?

So the Commission puts the fraud rate at 0.2%. This leaves 4.8% of the budget astray. How do they get this? Cost overruns on projects are a given but what else? Unexpected water bills? Compromise agreements so they don't get sued by disgruntled employees? It seems a fair chunk.

Yes, I hope Tory and UKIP MEPs will do us non-British euroskeptics a favor and vote. It might just make the difference for a slightly less terrible candidate, seeing as the UK's EP delegation is considerably better ideologically than all other member states' EP delegations.
