Three questions: - limiting public funding of political parties to one lev per year per valid vote in the previous elections - compulsory voting in elections and referendums - changing the electoral system to a two-round system in single member constituencies First one is risky in Bulgaria as it could eliminate the few non-clientelistic parties, but on the other hand there has been blatant speculation in the party aid system (setting up pseudo parties with names reminiscent of big parties to make money etc.) Second could lead to more cranks and conspiracy types voting Third would be a disaster in a Bulgarian context as seats would simply go to the highest bidder in single member constituencies |
