They clearly wanted the old Cleveland & Whitby constituency of 1974-83 restored. They do have a point about Scarborough, actually, since its southernmost parts were in the East Riding of Yorkshire, not the North Riding.

Northern Ireland was published at 0000 BST last Tuesday just as England and Wales will be published at 0000 BST this Tuesday and Scotland will be published at 0000 BST on October 8th. If Northern Ireland is a guide then each region will have between four and six hearing locations that will move around during the 12 week inquiry section.

Last time (2011) it leaked early. Probably because MPs were given a briefing on the day before the proposals were unveiled to the public.
The same pre-briefing of MPs is happening this year so I would keep an eye out on certain sites that like to report these things.

I read in the Guardian that they get them midday on Monday, so could feasibly leak on same day.

Last time there were a lot of changes between the initial proposals and the final recommendations. One would hope there might be fewer changes this time, on the basis that the Commissions will have learned lessons from what ended up as (although not originally intended as) a dry run in 2011-13. But maybe this is my habitual optimism shining through. I expect they will have learnt some lessons (Thou Shalt Not Split Sutton Coldfield comes to mind) but I don't feel that the process by which provisional recommendations is produced is ever going to be very good at taking account of local geography in areas that the Commission's staff don't know that well, and the fact that the BCE has to draw 501 constituencies doesn't help them getting it right. I think they ought to take initial submissions before provisional recommendations, as happens with local government reviews. Yes, they'd get a lot of attempted gerrymanders and submissions from people who just work out their own constituency without thinking about how the rest of the area fits together, but that happens in the consultation process anyway. Even under the old rules, the Fifth Review provisional recommendations contained some horrors (Wallasey & Kirkdale anyone) and on my own patch they had weird constituencies stretching from Meadowhead to Meadowhall and Batemoor to Bradfield.

There is a fair amount of non-partisan support for this, it appears. But how much more delayed can this review get? Delay it now to make the figures "up to date" and you run in danger of not being complete in time for 2020, meaning existing seats will be more unfairly uneven than ever. There has to be a cutoff point.

Looks like Newbury is mostly unchanged. Indeed, Aldermaston is only 2,170 electors (out of 79,544 electors)
