Today the 61 districts - the 350 kommuns were abolished - have elections. Except normality everything is possible (fraud, riots and revolutions, ...). The PS-Government is expected to win.

I've actually been there - back in 1997, IIRC. It was a very interesting place at the time. I imagine its considerably changed since though.

That would have been around the time of the great Pyramid scams, then?

I know someone who has been to Albania (in about 1981) and also North Korea (a few times). He said that Albania was more agricultural and less industrial than the DPRK.

That would have been around the time of the great Pyramid scams, then? Just before - I know I'd actually been by the time that story hit. Actually thinking about it, I think it was 1995 not 1997 - I'd just finished 1st year at Uni.

If I understood the Elec.Commission correctly, PS+ won 53.57% and DP+ 42.46%, Tirana and Durres seem to be red, Shkoder blue.

Is Albania very polarised between two parties? Oh yes! It's not only ExCommunists vs. their ExVictims, it's also the southern Tosks (PS) against the northern Gegs (PD), fuelled by their ElectionSystem - a horror!
By the way: Lord BYRON liked the Tosks. ("johnloony" might know why...)

Here is a Map with the RelativeMajorities (Mostly OverallMajorities anyway. I don't know, if RunOffs are necessary):
