No byelection - he wasn't a Member of Parliament.
No postponed poll (which isn't a byelection) either. He was nominated as an Independent.

He will be on the ballot paper. If he obtains the most votes, then the Returning Officer will "declare that no member is returned". The RO will not return the writ, and will start the proceedings for the election again from the very beginning.
In other words, Ronnie Carroll has just become RON.

I can think of some constituencies where having what is effectively an RON option on the ballot paper might have resulted in an embarrassingly large number of votes although Hampstead & Kilburn isn't one of them.

God rest his soul, he was a real character and was, for 6 years, married to Millicent Martin at the time when she was a bedrock of TW3. Never gave up on his singing career and an eternal optimist.

I was inclined to disagree and suggest there could be some impact if a Russell Brand type started up a RON campaign but then I looked at the 2010 result.

This may be an interesting discussion, but why is it in the by-elections section? Shurely we here, in this forum, are all informed enough to know that deferred elections are not by-elections (not that there will be a deferred election anyway, but anyway)?
