I don't agree that the reviews are carried out by Unitary Authorities. Ultimately they are carried out by the Local Democracy Boundary Commission for Wales ldbc-wales.gov.uk/reviews/?lang=en What Rhondda Cynon Taf did was consult with the public in order to formulate the authority's view for when the Commission come to review. The community boundaries in Cynon Valley need reform but I'm not sure what they proposed is that much better. I responded by saying that they should base communities on the current polling districts to give them as much flexibility as possible in forming wards.

I would say that using polling districts would make very small communities, requiring multiple to make one community council or ward for a community council. Id rather that the community councils were representing recognisable communities (I know which level do you go to) than polling districts.

They're just civil parishes with a mildly saccharine name, so that depends on your view of the usefulness of parish/town councils.

Presumably a community council only exists if it is actually enough of a real community for there to be a desire to have one? So it can only be split if it actually represents something meaningful, but is sacrosanct if it's just an ambition to replicate a parish structure for no particularly good reason?

All communities can have community councils if they so wish, some communities are split into wards, the communities and their wards are the building blocks that make up unitary council wards. For example Pentyrch Community Council in the Cardiff Unitary Authority serves the villages of Pentyrch, Creigiau, including Capel Llanilltern, and Gwaelod y Garth. The Council consists of 13 Councillors representing the villages 6:5:2 respectively. The Community Council area is covered by two County Council wards – Pentyrch (Pentyrch & Gwaelod y Garth) and Creigiau (Creigiau & Capel Llanilltern). The Creigiau ward also includes the separate community of St Fagans but there is a separate St Fagans Community Council. Its functions are much the same as Parish councils in England. www.pentyrch.cc/

The Cardiff consultation seems mostly about some minor boundary changes and suggested name changes, with a number of larger communities split into smaller communities and some new communities straddling current community boundaries.
