For some strange reason, South Lanarkshire council managed to do five counts in a five candidate election. Gordon Muir being successfully elected by 2366 votes to 0 in the final round

Under the electronic counting rules, the programme has to run until a candidate reaches the quota. Under the manual counting rules, once you get down to two candidates, you can just declare the top one elected. So it's not strange, it's the law.
