Being so close to the scheduled Locals at the end of May I am surprised that these by-elections have not been held over till then to save public money and duplicated work. In the past Parliamentary by-elections have been held on the same day as the annual Locals, and County Council by-elections on District Election Days and vice-versa in such wards when required.

In the past Parliamentary by-elections have been held on the same day as the annual Locals, and County Council by-elections on District Election Days and vice-versa in such wards when required. Those three districts are all up every 4 years (2003, 2007, 2011, 2015), so no local elections there this year.

Thanks for the explanation Maxque, but of course they could have combined that poll with the one being held for the Euro Elections on 22 May to save duplicated effort and money. A few extra weeks till they elect a new Councillor is hardly going to make an real difference to the voters of those wards.

Considering those are Lincolnshire and Cambridgeshire, the difference between voting on 24 April or 22 May might be a Conservative councillor or an UKIP one (UKIP turnout is expected to be huge for European elections, so, it's not surprising than by-elections aren't held on that day in areas they might gain (through, they have no candidate in Kesteven)). In 2009 european, UKIP polled 25% in East Lincoln and 17% in East Cambridgeshire. Otherwise, it simplify counting (only one election to count each time).

When the council issues it's statutary notice of vacancy , the date of the by election may then be limited by when the necessary 2 electors request a by election . The council may or may not have preferred to hold the by election on May 22nd but have had no choice in the matter .

North Kesteven does appear to have missed an opportunity to plan the timing of their by-elections and save money for their taxpayers, by holding shared and cheaper elections alongside the Euro Elections.
Not only is the Osbournby by-election being held 5 weeks before the Euro-elections, but a further two pending by-elections in Sleaford have not been called for 22 May. Presumably the two Sleaford councillors timed their resignations to dovetail their departure with the Euro-elections - as other councillors have up and down the country.

As has been said above, North Kesteven Council have no control over the timing of the election. If two people request a by-election, it has to be held.

Yet we don't need to be separated to it, yet another example of the Union dividend best of both worlds. Who said anything about independence? They can just change the rules in the Local Government Act 1972.
