Here is some background to the by-election in the Hardens and England ward of Chippenham Town Council in the County of Wiltshire.
Chippenham Town Council comprises 24 members elected from eight wards – Cepen Park and Derriads (3), Cepen Park and Redlands (3), Hardenhuish (3), Hardens and England (3), Lowden and Rowden (3), Monkton (3), Pewsham (3), and Queens and Sheldon (3).
The town wards are coterminous with the county electoral divisions of the same name.
Chippenham Town Council was previously elected on 3 May 2007, under the supervision of North Wiltshire District Council, with different electoral arrangements. 22 town councilors were elected from nine wards.
Hardens and England town ward was formed from the previous London Road town ward and parts of the previous Avon and Pewsham town wards.
The council strengths were: Elections on 3 June 2007: Lib Dem 13, Con 5, Lab 1, Vacant 3 4 wards were unopposed returning 6 Lib Dem and leaving 3 vacancies to be filled by co-option. There were no candidates at all in Monkton Park ward.
Elections on 2 May 2013: Lib Dem 12, Con 8, Chippenham Champions 1, Totally Independent 1, Green Party 1, Vacant 1 4 wards were unopposed returning Lib Dem 6, Con 4, Totally Independent 1 and leaving a vacancy in Cepen Park and Derriads to be filled by co-option.
The town council co-opted Bret Palmer (Lib Dem) to fill the vacancy in Cepen Park and Derriads.

On 17 October 2013, Elizabeth Allsobrook and John Lamb gained two seats for the Lib Dems, following the resignations of Matt Kent and Petrina Kingham, both Independents, but elected respectively as Green Party and Lib Dem.
Matt Kent (Independent, elected as Green Party) resigned, because of the ever-increasing demands of his professional career, mixed with the demands of his very young family.
Petrina Kingham (Independent, elected as Lib Dem) had provided the following explanation for her resignation: “Fifteen years ago I entered into a divorce agreement which gave my ex-husband a 45% share of our home in Lewes. The agreement has now come into force rather earlier than expected and our home has gone on the market. Due to escalating prices in the area and the agreed split in equity, I am unable either to buy my ex-husband’s share of the property or purchase an alternative property in the Lewes locality. As a future non-resident, I can therefore no longer continue to represent the Town. It seemed appropriate to resign now with the imminent by-election due on 17 October (because of the previous resignation of Matt Kent).”
The present by-election was caused by the resignation of Richard Rudkin (Independent), who was elected in 2011 for the Green Party. He had resigned from the Green Party around December 2012.

In January 2014, the Argus reported “Weeks of drama at the authority that included allegations of bullying, in-fighting and incompetence among council chiefs and a ‘farcical’ council meting where police were called to remove a member of the public".
Local Lib Dem MP, Norman Baker, has called in district auditors and described the council as ‘dysfunctional and out of control’.
Anthony White, Independent councillor and the Mayor of Seaford, stepped down from the town council in early January. There were reports that he had clashed with former council leader, Ian White, over an alleged 9% increase in council tax. He announced his intention to return to his post of mayor and take up his seat at the next council meeting, but the town clerk told him it was too late to come back.
The present by-elections were caused by the resignations of Adrian Campbell (Con) and Rita Scarfe (Con) in Seaford East and Anthony White (Ind, elected as Con) in Seaford North.
George Cork (UKIP) and Linda Lord (UKIP) gained the two seats in Seaford East from Con. The voting figures were UKIP 496/457, Lib Dem 296/270, Con 280/271, Lab 102/94.
Anthony White (Independent) was re-elected in Seaford North to the seat he had quit. The voting figures were Independent 429, Con 403, Lab 115.

Maltby Town Council comprises 18 members elected from four wards – East (5), North (5), South (3) and West (5).
The East, North and South parish wards are combined with Hooton Levitt parish to form the borough ward of Maltby. The West parish ward is combined with the parish of Hellaby and the South wards of Bramley and Wickersley parishes to form the borough ward of Hellaby.
For the town council elections on 3 May 2007, there were 18 members elected from two wards – East (13) and West (5). East ward was split into the three town wards of East, North and South for the elections on 5 May 2011.
