I note in Andrew's preview that the 2007 result was actually a tie, and was only won on the toss of a coin. So why is it listed as being one by one vote (782-781)? Is the toss of a coin somehow considered to be a vote?

The winner of the drawing of lots receives an extra vote (the Returning Officer's casting vote) and is therefore elected with a majority of one.

Worst by-election week ever... Just on a point of fact, we have had a few weeks with no principal-level elections at all - and quite likely will again in the run up to May 22.

Certainly the Conservative defeats in December were due in a large part to the selection on non local candidates.
