There has been talk in Haverhill about the legality of the Labour video with some people accusing them of going over budget and others pointing out the video has no warning that it is a party political video. The Labour party say that social networking has no rules and they dont need to claim its a party political video.
What are the rules for videos etc.. on social networks ? are there rules in the campaign period?

The general rule is the same - all expenditure designed to secure the election of a particular candidate is returnable as an election expense.
There is considerable room for argument, though, about exactly how extensive the responsibility to return expenses is. In the case of a video uploaded to a social media site, then the costs of making the video are all definitely returnable. But, if the host website agrees to host the video for no cost, then the market cost to the party of the hosting is zero, and I would argue that it was legitimate not to return it as an expense.

Agreed. Some of the footage in the video looks like it was taken from a helicopter, but if a Labour member took it themself the expense argument wouldn't come into it. Be interesting to see how many hits the video receives , since it is a ward specific issue.

T Brown (presumably the same person) won the Suffolk County division of Haverhill East & Kedington for UKIP in May with an almost 300 (14%) majority.

Here is some background to the by-election in the Haverhill East ward of Haverhill Town Council in St. Edmundsbury Borough (Suffolk).
Haverhill Town Council comprises 16 members elected from four wards – Haverhill East (5), Haverhill North (5), Haverhill South (3) and Haverhill West (3).
The town wards are coterminous with the borough wards of the same name.
The council strengths were: Elections on 3 May 2007: *Con 10, Lab 5, Vacant 1 Elections on 5 May 2011: +Con 7, Lab 7, Vacant 2 Current make-up: Lab 9, Con 5, UKIP 1, Vacant 1
*Haverhill West town ward was uncontested in 2007 with 1 Con, 1 Lab and 1 Vacant. +Haverhill West town ward was the only contested ward in 2011, electing three Conservatives.
The town mayor and the deputy town mayor are Labour.
The result of the election in Haverhill East on 3 May 2007 (5 seats) was: Con 691/636/618, Lab 394/388/361, Green Party 382 Elected: Con 3, Lab 2

Oldland Parish Council comprises 15 members elected from six wards – Barrs Court (2), Cadbury Heath (3), Longwell Green (3), Orchard (1), Willsbridge (1) and Wraxall (5).
Barrs Court and Longwell Green parish wards are combined with the Hanham Abbots East parish ward of Hanham Abbots parish to form the district ward of Longwell Green. Cadbury Heath and Wraxall parish wards are combined to form the district ward of Cadbury Heath. Orchard and Willsbridge parish wards form minor parts of the district wards of Oldland Common and Bitton respectively.

The chairman and vice-chairman are Con.
