Still don't know the reason for the Lib Dem withdrawal in Scarborough, but apparently the reason for the resignation was: "The seat became available with the resignation of Liberal Democrat councillor Geoff Evans earlier this month after he refused to apologise for calling a grandmother a “stupid cow” 18 months ago." www.thescarboroughnews.co.uk/news/local/by-election-date-announced-1-6163099

The Lib Dem withdrawal in Scarborough was due to personal family issues for the candidate. I think it was a close relative who died and so they didn't want to go through an election campaign but it was after the close of nominations and so the Lib Dems couldn't put up a replacement candidate.

Here is some background to the by-election in the Brazley ward of Horwich Town Council in the Metropolitan Borough of Bolton.
Horwich Town Council comprises 14 members elected from six wards – Brazley (2), Bridge (3), Church (2), Claypool (2), Lever Park (3) and Vale (2).
Brazley town ward is combined with the Church, Claypool and Lever Park town wards to form the borough ward of Horwich North East.
The council strengths were: Elections on 3 May 2007: Lib Dem 11, Con 2, Lab 1 Elections on 5 May 2011: Lab 6, Lib Dem 4, Con 3, Vacant 1 The current make-up is: Lab 9, Lib Dem 3, Con 1, Vacant 1
