[Durham will implement electoral boundary changes in 2025 and 5 parishes have undergone changes to their electoral arrangements, in order to align parish wards with the new county electoral divisions – City of Durham, Etherley, Peterlee, Spennymoor and Stanley. In each case the total parish council size remains unchanged].

Shotton set a precept of 139,999 !!!
After allowing for grouped parishes and parish wards, there were 196 separate contests with 1,120 seats available, attracting 1,047 candidates. The poll in Shotton parish was postponed to 24 June 2021, following the death of a Labour candidate.
The candidate breakdown was 282 Lab, 19 Con, 50 Lib Dem, 4 Green Party, 102 Community Groups, 142 Independents, 11 Non-Political Descriptions and 437 No Description.
Of the 196 electoral contests, 58 were contested, 51 attracted an exact number of candidates, 76 ended up with a shortfall of candidates and 11 failed to attract any candidates at all.
In terms of the 1,120 seats, 285 (25.4%) were filled by contested elections, 616 (55.0%) were elected uncontested and 219 (19.6%) were not filled. Within the 285 contested seats, the degree of contestation was 144 (12.9%). [If 10 candidates are nominated for 8 seats, all 8 seats are filled by contested elections, but the degree of contestation is 2].
After allowing for 219 seats unfilled, the remaining 901 seats were filled as follows –
224 Lab, 13 Con, 39 Lib Dem, 3 Green Party, 69 Community Groups, 121 Independent, 11 Non-Political Descriptions and 421 No Description.
