Bingley (Crow Nest) is an Independent hold - resignation of Robert Beckwith (Ind). At the inaugural election of Bingley Town Council on 5 May 2016, Robert Beckwith was elected for the Labour Party in Cottingley town ward.
There is error in the Wexham Court result posted by Slough Borough Council. Unsuccessful candidate, Jaswinder Singh, was an Independent not Labour (cf. the Notice of Poll). So Labour held the 5 seats, with three of their number who resigned, now re-elected. Does anyone know the story here?
Hadley and Leegomery (Hadley Manor) is a Labour hold - resignation of Malcolm Smith (Lab) Wellington (Ercall) is a Labour gain from Conservative - resignation of Miles Hosken (Con)
The Colchester, West Mersea, 2 x [], result is 263, 217. The next by-election in West Mersea for 2 vacancies is on 29 August.

A Notice of Vacancy is published, inviting electors to call a by-election within a certain time period. If they do not call an election, the town/parish council fills the vacancy by co-option. If they do call an election, the District Council conducts an election and the loop, as you describe it, continues until someone is nominated to stand for election. I know it is a slightly different case, but some parishes in Durham were left inquorate after the 2021 elections. Durham County Council has been issuing Notices of Election every six weeks or so, without success. 8 August:Three Rivers, Abbots Langley, Bedmond. Con, Lab, LD, Ind I realised I had made a little pen-portrait of this ward, here it is for anyone interested. Bedmond's main claim to fame is as the birthplace around 1100 of Nicholas Breakspear, the only English Pope [Adrian IV]. There are just over 1,000 electors in the ward, which returns a single member to the 15-member parish council. Around 60% of the electors live in Bedmond village itself. The village sits on high ground on the back road between Watford and Hemel Hempstead, which does mean the village benefits from a regular - if unreliable - bus service between the two towns; but despite this and being so close to the M25, the village feels rather isolated. Bedmond is definitely not a typical "home counties" village. There are few commuters here. There are some old cottages along the High Street and some larger private houses along the lanes running east; but a substantial majority of the housing in the village is a mix of ex-Council housing and newer Housing Association properties. On the northern edge of the village is a large park-home site; and just to the south a small travellers site. Around 10% of the ward's electors live in ‘non-permanent’ homes. Together with the very high proportion of social housing (around one-third), this gives an unusual demographic for a Hertfordshire village. There is a single shop in the village, a village hall and a junior/infants school; there is one remaining pub but the sports & social club (famously the haunt of a young Vinnie Jones) is now closed. Nothing to do with politics but I can't resist mentioning the village's Grade II☆ listed 'Tin Church': www.abbotslangley.org.uk/about-the-church-of-the-ascensionThe second-largest population 'centre' in the ward comprises inter-war ribbon development stretching up the steep lane from Kings Langley from the west. Only the more easterly end of this thin strip of development is in the ward, a strand of 20s/30s semis and bungalows intruding incongruously into open farmland, isolated between Kings Langley and Bedmond with just a twice-weekly bus service along the lane. The final element, north of Bedmond itself, is the most rural part of the ward: the hamlet of Pimlico (with its TV transmitter perched at the highest point in Three Rivers) together with a scattering of farms and other properties. The combination of geographic factors and unusual demographics of the village add to a sense of the ward feeling 'on the edge of things' and a bit isolated, which may help the Conservative candidate who is the only one to live in the ward. I understand (although I have not been involved) that there are active campaigns from LDs, Cons and Lab. No-one seems to know who the Independent candidate is or why they have stood.

Twice-weekly bus services are very odd things. Something so infrequent offers so little utility that I don't see what social utility it provides (and obviously it's not commercially viable, so it only exists because a local authority pays the cost.)

Indeed. In this particular case it enables people to get down the hill (and more importantly back up again two hours later) to the shops in Kings Langley or the supermarket in Apsley, as long as you don't mind planning your shopping trip to fit around the bus times. It does get some use. (it also serves another large park-home site along the lane just outside this ward which is home to many not-at-all-well-off pensioners).

The elections officer has confirmed that no nominations were received for Rhondda Cynon Taf, Llanharan, Brynna The by-election is re-scheduled for 26 September.
It was noted above that the by-election in Torfaen, Blaenavon East on 1 August was cancelled. In fact it was uncontested - Angela Lewis (Independent) elected.

Amber Valley, Heanor and Loscoe, Heanor West – resignations of Vikki Harvey (Reform UK) and Julia Stones (Reform UK)
Dorset, Ferndown, Ameysford – Cathy Lugg (Con) did not sign the Declaration of Acceptance of Office – she had been elected simultaneously as a county councillor for Ferndown North
Three Rivers, Abbots Langley, Bedmond – resignation of Vince Watts (Lib Dem)
Swansea, Gorseinon, Penyrheol – resignation of Carlo Rabaiotti (Lab)
Wiltshire, Chippenham, Chippenham Sheldon – resignation of Andy Phillips (Independent), who has just completed a term as Town Mayor of Chippenham

I am puzzled as to what has happened at Wimborne Minster Town Council, which has 16 members, 3 in East ward and 13 in Town ward. On 2 May, 8 members (all Independent, Non-Political or No Description) were elected unopposed, 1 in East ward and 7 in Town ward. This left 8 vacancies for co-option.
On 4 June, the council minutes record that they had co-opted 7 members, John Billington, Chris Brown, Rohan Gotobed, Lauren Hector, Bill Jaggs, Rodger Nash and Christopher Ryan. 5 of the 7 were present, signed their Declarations of Acceptance of Office forms witnessed by the town clerk and joined the meeting.
At the meeting on 25 June, it was reported that Dorset Council has issued a Notice of Election for 7 casual vacancies and the 7 co-optees no longer appear to be councillors.
John Billington has now been elected unopposed in Wimborne East and 5 of the erstwhile co-optees are now candidates in Wimborne Town, with Rohan Gotobed apparently dropping out. The emergence of two new candidates, Ian Sandy and David Trim, has resulted in 7 candidates for the 6 vacancies, hence the contested election.
It seems that after today there will still be a single vacancy in Wimborne East for co-option.

For completeness, Ferndown Town Council is now Independent - Ferndown People's Alliance 15, Independent Voice for Ferndown Residents 1, Independent 1, Ameysford Ward is now all 3 IFPA. Conservatives are no longer represented, in fact for the first time since at least 2010 there are no councillors elected under national party banners.
