Certainly when I found my parents in the register in the mid-1960s there were no birthdays listed, and they just suddenly appeared in the November after they turned 21. (What was the cut-off date then? I have 25th October in mind.) I think from memory that each register ran from mid-Feb for twelve months and that the closing date was some time the previous October (I had 10th in my head but I'd believe you if you told me it was 25th).
To qualify to register, did you have to be 21 by the closing date? This would mean that if you turned 21 in November you would be ineligible for the register starting the following Feb so you wouldn't be able to vote until the next register kicked in another year after that, by which time you'd be about 22y 3m of age.
Very happy to be told I've misunderstood or misremembered any of this.

Mum turned 21 in April 1961 so was listed on the February 1961 to February 1962 register as a Y voter however she was nor eligible to vote until the beginning of October 1961 (birthdays from February to early June). If Supermac had called the 1959 election for September rather than October the Y voters would not have been able to cast votes (also applies to other GEs).

It was 10 October around 1970 as the date came up in Fox v. Stirk, the case that affirmed the voting rights of students in halls.
