so the excision of Heston East would have made it close in 1983, but not actually saved Labour.

Yes and remember it also loses Hounslow West/Heath relative to then which somewhat balances out Heston East (which was still strongly Tory in 1983 of course)

Looking at some archive results, Heston East was safe Tory up to & including 1982, and first became competitive in 1986 when Labour was beaten by 70 votes for the second seat. Their breakthrough came in 1990 & they haven't looked back since
