Indeed so. They have a county deal and they've specified that they prefer a leader. You can read more here.

To be fair I think the name is better than Mayor when it is for largely rural authorities like Norfolk and Suffolk. Mayors should be for towns or cities. I'm against the whole concept anyway (although more acceptable when applied to a proper county as here than the cases like the dreaded West of England), but the most appropriate name in cases like this would be Sheriff

As I understand it this deal has not yet been confirmed - does anyone know what the timeline is?

Surely for Norfolk, the title should be First Cousin.

‘19. Norfolk County Council will hold their first elected leader election on Thursday 2nd May 2024 coinciding with the county wide Police & Crime Commissioner election. The second election will be held on Thursday 3rd May 2029 coinciding with all-out county council elections, making the first elected leader’s term 5 years. The second term, and the term of the leader thereafter shall be 4 years. The electorate will be registered local government electors in the area of Norfolk County Council.
20. The elected leader will appoint a cabinet made up of the elected leader and between 2 to 9 members of the council, of which one will be appointed deputy leader.’
What would happen in a situation whereby the leader is elected as a Conservative with say 35% of the vote, and on the same day the Lib Dem’s swept the rural towns and together with Labour in Yarmouth and Norwich made up a majority on the County Council?

Exact same thing as in Bedford right now.

Shocking to find that someone, somewhere in the world, isn't following the personal grammatical preferences of J.G.Harston. They want stringing up.

What was wrong with the indirectly elected leader model Norfolk CC had? Nothing. This election is a waste of our time and our money.

Yes, this idea is a lot worse than the Mickey Mouse 'metro mayors' and their equivalents as at least they simply form a separate and largely useless layer above local government, whereas this... I mean, did we not all learn from the Israeli experience of direct elections for Prime Minister?

Shocking to find that someone, somewhere in the world, isn't following the personal grammatical preferences of J.G.Harston . They want stringing up. It's not grammatical preferences, it's linguistic literacy. Something goes /from/ a point /to/ another point. Something is /between/ a point /and/ another point. It's just... reality, not preference. One does not have a gap between the cooker to the fridge, one has a gap between the cooker *and* the fridge. One does not have a conversation between mother to father, one has a conversation between mother *and* father. There is not a polling gap between Labour to Conservative, there is a polling gap between Labour *and* Conservative. Things like Carlton's hyphenated quantities are an odd stylistic quirk (eg "delayed 30-minutes"), but between...to... is just plain illiteracy.
