My priorities would be more specific.
E.g. Preventative medicine and mental health within health, surestart/early years within education

You mean it would cause a recession if the government didn't limit the amount that could be paid back at any one time?
This is just an options poll, nothing wrong with paying back debt as long as it balances with what is good for the economy longer term.
