Thanks but this was a countermanded election following the death of a candidate ahead of the 06 May elections. It was one of the 4 such countermanded elections specifically excluded from the analysis. Yes, but it was a countermanded by- election, whereas the others were countermanded regular elections. So really in a category by itself. It's a 1 seat ward that otherwise would not have been up again to 2023, whereas the other countermanded elections were all due on the 2020 or 2021 cycles.

Yes, the ward had been held by the Green Party for all this century (and longer) with the Lib Dems choosing not to contest it, and was taken by the Lib Dems when the Green councillor stood down and they chose not to defend the seat. In the by-election, the Lib Dems chose not to defend the seat, presumably because the Green Party did choose to contest it.

It looks like 32 by-elections during November with 3 seats guaranteed to change hands because the defending party is not contesting the election: Heath & Birchgrove Independent in Cardiff: Heath, Independent in Rutland: Oakham North West and Independent Health Concern in Wyre Forest: Franche & Habberley North
Although interestingly the Independent in Wyre Forest is proposed by the outgoing IHC councillor (the candidate is also a former Green candidate in the district), so I wonder whether there's either a nomination cock-up or some level of co-operation and support there...
