There are 54 seats being contested in 28 out of 36 Metropolitan Boroughs - 48 "double elections, 4 single seat by-elections in Birmingham and a "triple" election in Walsall where all 3 seats are up for election. Conservatives defend 14 seats, Labour 33, Liberal Democrats 2 along with 4 Independents and 1 Green.
37 of the vacancies arose following the resignation of the former Councillor, including 6 after being elected as an MP, whilst 16 died and 1 was disqualified.
^ The Conservatives are defending both seats / 3 in the case of Pelsall in all the wards with the exception of Kingswinford North & Wall Heath where Labour is defending the seat won in 2016 and 2012 and in 2007 and 2004 by the same individual standing as a Liberal Democrat.
^^ Labour is defending both seats in all the wards with the exceptions of:
- Keighley Central where an Independent won in 2016, the deceased Labour Councillor in 2018 and a Conservative in 2019
- Golcar where Liberals Democrats won in both 2016 and 2019 with the resigning Labour in 2018
- Flixton where a Conservative won in 2016, as well as previous years, but Labour won in 2018 and 2019
The Liberal Democrats defend both seats in the two wards.

- Halewood South returned 3 Labour councillors in 2016, with the highest placed defending in May, but Independents gained in 2018 (deceased) and 2019
- Clayton & Openshaw elected 3 Labour councillors in 2018, second defending in May, with Labour winning in 2019 and the Independent 2020 by-election
- Airedale & Ferry Fryston elected Labour in 2016 and 2018 but the disqualified Independent in 2019
