Brian Edwards, Conservative councillor for Kinver ward on South Staffs Council and Leader of the Council died on Friday 13th August 2021 after a short illness. He was also a member of Kinver Parish Council. Aged 81. Councillor since 1983 and Council leader since 2005. I knew Brian when we were both on the Board setting up Dudley Business Link in the mid 1990's. He was very much more on the ball than the average Councillor of the day.

I am not sure where to post this comment, but I wanted to point out the high level of postal votes in recent by-elections in Scotland and to raise a question as to what difference this may be having on the campaign and the results.
I am not aware of any readily available information for English and Welsh by-elections, but the detailed data provided by Scottish Returning Officers enables a quick calculation of the level of postal votes.
The percentages below show the number of valid postal votes expressed as a percentage of total valid votes.
The low percentage in Forth and Endrick probably reflects the higher turnout on the day the Scottish Parliament was elected. For 5 of the recent by-elections, the postal votes represent approximately half of the total valid votes.
By my calculations Stirling - Forth and Endrick - 6 May 2021- 28.3% Aberdeenshire - East Garioch - 17 June 2021 - 53.8% North Lanarkshire - Murdostoun - 24 June 2021 - 38.9% West Lothian - East Livigston and East Calder - 6 August 2021 - 51.7% Highland - Inverness West - 12 August 2021 - 51.9% Highland - Wick and East Caithness - 12 August 2021 - 62.5% North Ayrshire - Dalry and West Kilbride - 12 August 2021 - 48.6%.

Barlow and Holmesfield: Carol Huckerby (C) appears to have been disqualified for lack of attendance on 2 August 2021 Killamarsh East: Nick Whitehead (C) resigned on 8 July 2021. NB byelection for the other seat in this ward on 6 May 2021.

In Kirklees PV are typically over 20% of the electorate and turn out at about 7O% in an overall turnout of 35% in a May local election. One of the main reasons for low turnout in by-elections is that people do not realise it is polling day. If a ballot paper arrives in the post you have many opportunities to remember to vote. So I think 50% of the votes being PV would be typical in byelections

What is happening in Renfrewshire: Paisley Southeast? The former councillor, Paul Mack, was disqualified on 10 May - more than 3 months ago - yet it appears no by-election has yet been called or indeed a date indicated. Is there a further appeal?
