A good friend of mine has been complaining her apartment has been boiling because the Kiev city government decided to turn the heating on 24/7 early when outside temperatures were still in reaching 20 during the day.
For those who don't know, central heating tends to be provided by municipalities in the former USSR - as in there are huge central boilers in each district and hot water is pumped to apartment buildings.
Only in election years of course...
The last election was farcical with the largest party only getting not much more than 5% of the vote. I suppose this will be a bit of a test to see how the governing party is doing.

I don't understand what you mean.
The city has turned the heating on because it's an election year. Individual apartments don't have thermostats, the whole district's heating goes on at the same time. Radiators don't have valves because the system in run-through and the hot water goes from one apartment to the next through the radiators.
The municipal heating distribution pipes are favourite hangouts of the homeless for obvious reasons.

Thermo - heat - stat - stationary - keeping heat stationary, ie, regulated. A method of controlling the heat at individual outlets. Been around since the 1500s or so.
Yes, I know it's the Socialist way to just uncontrolably pump the heat in regardless of effectiveness and usability by the end users. They are there to service the Municipal Heating Complex, not the other way around. We used to have that in Sheffield.

An austrian NewsPaper reported, that the EU had demanded a DeCentralization of the Ukraine, resulting in more competences for the regions (and municipalities were also merged). Mirroring the president's approval-decline his fresh "party" was not much more succeeding than Macron's one. Ru.wikipedia provides this map: Nr.1: 7 regions, 1 capitals: "Servant of the people" (not much more successful than Macron's "party") Nr.2: 8, 0 : "Opp.Platform" (proRussian - You won't have guessed it...)
