I believe there is a second investigation ongoing looking at whether he used his Commons office for non parliamentary work? That should IMO be more interesting than a lack of an apology. What would be covered by that phrase? ... All of those have been done often in MPs' offices. I'm sure they have and I have worked in an MP's office. Turns out they're not meant to use it for non parliamentary work. If he's using is office as a base for his outside financial interests that would be a breach and several MPs are being investigated for a similar breach.

Inexorably we are moving the whole concept of an independent representative legislator with many personal, outside, economic and cultural interests, into a virtual full time employed civil servant, social worker and advisor to a very small proportion of their electorate. A person entirely ring-fenced by expectations and restrictions of every sort, leaving him unable to conduct an independent career, run a family business, attend to the demands of the family estate, to have wide-spread investments that he manages from day to day or to really do anything other than act as a 100% politician with an income that could not attract any seriously competent candidate. Who on earth would want to be that restricted and to have such a small income and no other interests of any sort at all? And would I want or respect anyone prepared to serve on those terms? No I wouldn't. He would be a third-rater at least. And now most of them are just that.
