It is interesting that all these European microstates seem to be having elections at around the same time. Liechtenstein have just had theirs, and before Christmas it was San Marino. Tomorrow it is the turn of Monaco. I can find little about it on the news and Wikipedia is unusually uninformative. I have however found a web page of a website that makes a detailed and informative read: (If you don't understand French fluently though I would suggest you use Google Translate.) cote-d-azur.france3.fr/2013/01/29/monaco-elections-nationales-189931.html

Only 8,400 of Monaco's 36,300 residents can vote in this election to the National Council, which is comprised of 24 MPs. The Chamber is of the continental semi-circle model.
The link I gave lists all the candidates from the three participating political parties. Presumably the voting system is party list proportional representation, with no constituencies.

There has been a huge reversal of fortune - a landslide for the Horizon Monaco alliance. Number of seats won was as follows: Horizon Monaco: 20 seats (+15) Union Monegasque: 3 seats (-11) Societe de bains de mer de Monaco: 1 seat Total: 24
Buses and car parks were free of charge in order to encourage voter turnout.

Electoral system:
Voters have to choose 16 candidates from one or several lists, 8 are distributed proportionally (5% threshold).

Neither Nice Matin nor Télé Monte Carlo look to be reporting any results yet. I'm afraid I don't know of any other reliable Monégasque sources.
It appears that candidates in the principality have to be at least 25, and that newly-naturalised citizens have to wait a further 5 years in order to be able to stand. Double-jobbing with membership of the (single) municipal council in Monaco seems to be allowed.
