Summary review of 2019 local council by-elections

There were 209 seats contested in 2019, including 25 "double" elections at the same time of the  May local elections, with 59 (28%) changing hands. Scotland had 15 seats contested, Wales 19 and 175 in England.

Conservatives gained 6 each from Labour and Independents, 3 from Localists and 2 from Liberal Democrats
- whilst losing 11 to Liberal Democrats, 2 each to Labour, Localists and Independent together with 1 each to Green and SNP
Labour gained 2 from Conservatives and 1 each from Liberal Democrat, Plaid Cymru, Localist and Independent
- whilst losing 6 to Conservatives, 4 Liberal Democrats, 3 Plaid Cymru, 2 each SNP,Localist and Independent along with 1 each UKIP and Other
Liberal Democrats gained 11 from Conservatives, 4 Labour and 1 Independent
- whilst losing 2 to Conservatives and 1 each to Labour and Independent
