You are missing Eastleigh. I've added that, but I've also realised that I mistakenly had Wellingborough. So we're back to 248...

I think it must be the North of Tyne combined authority as the 249th. The Electoral Comission's website says
"On Thursday 2 May 2019, local government elections are taking place in 249 local authority areas in England and for all 11 local councils in Northern Ireland."
So it does not specify that they are council elections.
