Blimey! Don't these sorts of consultations (on various political or psephological subjects) usually have hundreds of submissions? (Mind you, if there are so few then it means that each individual submission will bear greater weight as evidence and influence)

Has anyone read these submissions? Boothroyd on another thread has moaned about taking trifles too seriously; yet he has put forth an utter tissue of lies to the Select Committee on the boundary review.

The idea of MPs having different numbers of votes when they vote in the House of Commons has been used occasionally as the basis for some proposals for proportional representation: the voters vote for a candidate, and then that candidate is elected as an MP with that number of votes. There would obviously have to be suitable thresholds of how many votes a candidate would need to get to qualify as an MP, and how many MPs there would be, but it would remove the need for fiddly and awkward methods of transferring votes, selecting candidates within party lists, and equalising constituency boundaries.

(five minutes googling hasn't reminded me who proposed this)
