Here is some background to the by-election in the Orchard Hill ward of Northam Town Council in the District of Torridge (Devon).
Northam Town Council comprises 14 members, elected from four wards as follows – Appledore (4), Northam (6), Orchard Hill (2) and Westward Ho! (2).
Orchard Hill town ward is coterminous with the Orchard Hill ward of Torridge District.
The Northam town council strengths were:
Elections on 3 May 2007: Con 6, Independent 3, Green Party 2, No Description 1, Vacant 2 Appledore and Westward Ho! Wards were contested; the nominations in Northam and Orchard Hill wards were both one short – leaving two vacancies to be filled by co-option.
Elections on 5 May 2011: Independent 4, No Description 3, Con 3, Green Party 1, Northam Resident 1, Vacant 2 Only Appledore ward was contested; the nominations in Northam ward were two short – leaving two vacancies to be filled by co-option
The current town mayor is No Description and the deputy mayor is Independent.
The result in Orchard Hill ward on 3 May 2007 was: No description 1 – the remaining vacancy was filled by co-option
The result in Orchard Hill ward on 5 May 2011 was: No description 1, Independent 1 - unopposed
The by-election in Orchard Hill ward on 13 December is caused by the resignation of Richard Osborne (Independent).
The two candidates on 13 December are UKIP and Con.
The results in the Orchard Hill ward of Torridge District Council were as follows:
3 May 2007 – Independent 475, Lib Dem 155
5 May 2011 – Independent 475, Lib Dem 172

Here is some background to the by-election in the Churchill ward of Lancing Parish Council in the District of Adur (West Sussex).
Lancing Parish Council comprises 16 members, elected from five wards as follows – Churchill (4), Manor North (2), Manor South (2), Mash Barn (4) and Widewater (4).
The Churchill parish ward is coterminous with the Churchill ward of Adur District.
The Lancing parish council strengths were:
Elections on 1 May 2008: Con 13, Lib Dem 3 Elections on 3 May 2012: Con 11, Lib Dem 4, UKIP 1
The current chairman and vice-chairman are Con.
The result in Churchill ward on 1 May 2008 was: Lib Dem 503/486, Con 493/490, Beach Green Action Group 401 Elected: Lib Dem 2, Con 2
The result in Churchill ward on 3 May 2012 was: Con 436/432/383/348, Lib Dem 387/380/292 Elected: Con 3, Lib Dem 1
The by-election in Churchill ward on 13 December is caused by the death of Alan Milton (Con).
I am waiting for Adur District Council to publish the candidates nominated for 13 December.

My report above on Northam Town Council was incomplete.
Two of the No Description councilors returned unopposed in Northam ward on 5 May 2011 were also elected as Conservatives for Northam ward on the District Council. One of these two is currently the town mayor.
The town council co-opted two members to fill the remaining vacancies in Northam ward – one of whom was an unsuccessful Conservative candidate in the district elections.
She subsequently resigned and a by-election was held in Northam ward on 26 July 2012 – UKIP 314, Ind 280, Con 245 – UKIP gain from Con
So the Council strength prior to yesterday’s by-election was: Con and No Description 5, Independent 3, Green Party 1, UKIP 1, Northam Resident 1, No Description 1, Co-opted 1, Vacant 1
The result of the Orchard Hill by-election was: Con 123, UKIP 71 – Con gain from Ind
So the Council strength is now: Con and No Description 6, Independent 3, Green Party 1, UKIP 1, Northam Resident 1, No Description 1, Co-opted 1

The result of the Lancing (Churchill) by-election in Adur was UKIP 174, Con 95, Lib Dem 84 – UKIP gain from Con
The council strength is now: Con 12, Lib Dem 4, UKIP 2
and we missed a UKIP gain from Con in Northam on 26 July 2012 (see above)

That's true Mark. I suspect it's a lot nearer if one accounts for the electorate represented by TCs/PCs that are at least partly political. In the areas I know in Watford/Three Rivers and St Albans most of the cllrs are party people and a few more are Resident Associations. Even the non party majority councils (redbourn as an example) have a few party people. These of course are several thousand electorate council (Harpenden is ca 12K). So the smaller ones in the rest of the county add up of course and are numerically numerous,

It's good to win contested elections, no matter what level they're at. And the fact that this ward is identical to the district council ward above it is very cheering. Just because it's not the local planning authority doesn't mean it isn't electorally significant..
