Let's say that the Lib Dems and the Conservatives work out a deal reforming the HoL to make it partially elected, and the 2013 review passes Parliament. What happens next?

They did, but Labour voted it down. Labour voted in favour of the reform. Sneaky, but of course technically correct. Let me rephrase that: Labour knowingly allowed any prospect of meaningful Lords reform to be scuppered for another generation.

Labour voted in favour of the reform. Sneaky, but of course technically correct. Let me rephrase that: Labour knowingly allowed any prospect of meaningful Lords reform to be scuppered for another generation. The Lib Dem/Tory coalition's contemptuous insistence on curtailing Parliamentary debate on their Lords reform proposal knowingly scuppered the chance for the Lords reform to be enacted. The government didn't need to force a ludicrously short timetable on the debate that was so short, so many of its own supporters would have voted against it.

Well one obvious possible consequence of HoL reform then passing is that the parliamentary boundary changes would get approved as well?
