Any old two-bit settlement of houses can be called a City in the USA. Doesn't depend on getting a Charter. Actually, it does. In the US states a city is whatever local government unit is incorporated using a "city" form of government. The smallest actual city in the US that I've found was Freeport,Kansas, with a population of 5, making Eastborough a vertitable megopolis. "Was" as Freeport was disincorporated in 2017, by unanimous vote of all electors, 100% turnout, 100% in favour, 4-0. There are incorporated municipalities smaller than that, but not incorporated as cities. Buford,Wyoming has a population of 1, but it is incorporated as a town.

The Democratic Party of Georgia has released its list of five finalists to be nominated to succeed John Lewis in the House of Representatives.
The five finalists are:
Park Cannon, a member of the Georgia House. Andre Dickens, a member of the Atlanta city council. Robert Franklin, the former president of Morehouse College. Nikema Williams, a member of the Georgia Senate. James “Major” Woodall, the state president of the Georgia NAACP. “The nominating committee fully considered all of the applicants and, following a robust discussion, reached a consensus on its recommendations,” nominating committee member Jason Carter said in a statement released by the state party.
The statement noted that the list of finalists would be discussed at a meeting of the party’s executive committee later today.

I think “the inevitable 2022 rematch between her and Kemp” is why she didn’t (assuming there are no residency qualifications she didn’t meet). If she is focusing on that then she’d basically be an absentee in the House as that campaign will pretty much start the day the new Congress is sworn in. There’s also Loeffler’s Senate Seat up in 2022, and if the Democrats don’t take it this year it’s an alternative to a Gubernatorial run; the danger with a House seat is that it can be a road to nowhere.

But only has $238,000 (rounded up) left, with debts of $27,000 outstanding, taking him below $100,000 - that probably buys you one 10 second radio slot in San Francisco. I doubt Pelosi’s losing any sleep over what’s almost certainly her last election.

Indeed although while the presidential election looks like a shoe-in for Biden, the downballot races are of more interest. Despite Sanders leading in the 12th District on Super Tuesday, I'd be shocked if Buttar breaks 30% in November. I get the sense a lot of these progressive challengers are positioning themselves for incumbents retiring in the future. Buttar being a case in point; Pelosi pledged only to serve this Congress as Speaker, and I can’t imagine her becoming a humble backbencher, so I’d expect this to be her last election, and, rather like John Lewis’ Atlanta district, provided you’re not ethically challenged it’s a job for life.

While on paper those numbers are good for the Democrats, the pollster you cite gets a B/C rating from 538. The Senate numbers aren’t actually all that good for Ossoff; Georgia requires 50%+1 to avoid a run-off, and historically Democrats struggle to match their turnout in a run-off, so, personally, I’d say Ossoff needs to be at 48-49% to stand any chance. It’s also an internal, so probably flatters the Democrats. Suspect it will have been released to encourage donors to the Ossoff campaign. The 50% threshold really could scupper the Democrats in both the Georgia Senate races even if Biden takes the state, although the jungle primary in the special election could conceivably end up as an R vs R race if the Democrat candidates split the vote.
