Here is some background to the by-election in the Folkestone Park ward of Folkestone Town Council in the District of Shepway in Kent.
Folkestone Town Council comprises 18 members, elected from eight wards as follows – Folkestone Cheriton (3), Folkestone East (2), Folkestone Foord (2), Folkestone Harbour (2), Folkestone Harvey Central (2), Folkestone Harvey West (2), Folkestone Morehall (2) and Folkestone Park (3).
The town wards are coterminous with the district wards of the same name.
The council strengths were:
Elections on 3 May 2007: Lib Dem 11, Con 3, People First Party 3, Independent Improve the Playing Fields 1 Elections on 5 May 2011: Con 15, Independent Local Trusted – People First 2, Lib Dem 1 2 November 2012 (following resignation): Con 14, Independent Local Trusted – People First 2, Lib Dem 1, Vacant 1
The People First Party was formed in 2004, following a major split within Shepway Liberal Democrats. Its current leader is Brian Copping, for many years a Lib Dem councillor on Kent County Council and Shepway District Council. Another leading light of the People First Party is Linda Cufley, who was the Lib Dem candidate for Folkestone and Hythe in 1992 against Michael Howard, a Lib Dem Kent County Councillor and for several years Lib Dem Leader of Shepway District Council.
The current town mayor and deputy mayor are Con.
The result in Folkestone Park ward on 3 May 2007 was: Lib Dem 847/743/703, Independent 696, People First Party 495/431/346 Elected: Lib Dem 3
The result in Folkestone Park ward on 5 May 2011 was: Con 996/939/869, Lib Dem 599/438/400, Independent Local Trusted – People First 356/292/242, Lab 288 Elected: Con 3
The by-election on 22 November 2012 in Folkestone Park ward is caused by the resignation of Tristan Allan (Con), who also represented Folkestone Park on Shepway District Council. According to Shepway Liberal Democrats, Mr Allan had not attended a meeting of Folkestone Town Council for over six months.
The six candidates on 22 November are Lib Dem, UKIP, People First Your Local Independent Team, Con, Lab and the Green Party. Within the exception of the Green Party, all candidates are standing in both elections.

Five gains in a week. That's what comes from concentrating on elections you actually stand a chance of winning.
Looks like we've managed to kibosh the People's First lot now (who were formed round former Lib Dems I believe).

LD 461 Con 320 PF 200 UKIP 153 Lab 111 Green 29 Lib Dems 36.2% Conservatives 25.1% People First 15.7% UKIP 12.0% Labour 8.7% Greens 2.3% Comparisons with previous years are instructive as the winning candidate was elected in 2003, topped the poll in 2007 but lost her seat in 2011. The winning candidate had polled substantially better than her ward colleagues in both 2007 and 2011. In 2011 Conservatives won all 3 seats although "top" candidate polled 966 votes against "bottom" 802 Conservative share fell by 15.7% on "top" 2011 candidate basis or 17.3% "average" whereas Lib Dem share rose 12.2% or 14.3% respectively People First share rose 1.5% on "top" candidate basis or 3.3% "average" whilst UKIP was up 2.8% and 1.8% respectively The Labour share likewise fell 3.1% and 4.4% whilst the Greens polled 2.3% from nowhere This represents around a 15% swing Conservative to Lib Dem since 2011 In 2007, Conservatives won 2 seats and Lib Dems 1 with the "top" Lib Dem polling 60 more votes than the "top" Conservative Conservative share was down 6.5% on "top" 2007 candidate basis and 10.2% on "average" whereas Lib Dem share was up 1.6% and 1.2% respectively. People First saw its share rise 7% or 8% since 2007 with UKIP up 6% although 2 Shepway Independents and another Independent has ~18% share Labour and the Greens did not contest the ward This represented a 4% or 5% swing Conservative to Lib Dems since 2007 In 2003 the Lib Dems won all 3 seats in a straight fight with the Conservatives polling some 59% share Tonight's result represents a swing of around 3% Lib Dems to Conservative since 2003

There was an issue around parking charges which seemed to be quite significant from what I could pick up and I'm not surprised the Conservativer vote dropped as they seemed to be picking up a lot of flack for it. I did feel that the opposition vote might fracture four ways though and just allow the conservatives to hold on, but it looks like only the LDs cashed in on it and the Labour vote went down instead.

The result also marks the LDs returning to one of the councils they were wiped out from last May which must be particularly pleasing to them.
