With 2195 of 5362 polling stations counted its:
PS 77 (+12) PD 39 (-11) LSI 20 (+4) PDIU 3 (-1) Libra 0 (only at 1.24%) Social Democratic Party of Albania 1 (+1) for 0.74%, so fewer votes than Libra, but more concentrated Republican Party 0 (-3) Christian Democrats 0 (-1)
It seems the Unity for Human Rights Party weren't running after all and they lose their 1 seat. Clear victory for the government. Two small parties seem to get in despite the attempt to squeeze them out, but a couple of others got killed by the no-allliance policy by the Big2.
Big win for the left (though PS aren't really that "left"). Plus 17 for parties from the ex-Communist tradition, while DP lose 11 seats, the Greater Albania nationalists lose 1 and two small right wing parties are eliminated.

The Social Democratic Party of Albania is a PS satellite and the personal property of former Minister of Education and Speaker Skënder Gjinushi (68). It hasn't been in parliament since 2009 and its a bit strange it resurfaces in "the year of no alliances", but Gjinushi presumably has a personal vote somewhere.

DP only ahead in the two northernmost counties - and their lead in Shkodër is just 1.1%. Really cut down to their core vote. The distribution last time for comparison.

PS now lead DP with 0.04% in Shkodër.. So DP are only ahead in one county.

Shkodër is now back with DP, who has a 0.42% lead. The SocDem seat is also in Shkodër where they get 10,700+ of their 12,350 votes. So as expected clearly a personal vote.

Probably the only seat that may still swing. PD ahead with 1.82% in Shkodër with only 6 polling stations left up there. Seems like this will be the final seat distribution. With DP winning the two most northernmost countries and PS the rest of the country. The SocDem seat will likely be a de facto extra PS seat, so 75/65 to PS, which should be enough for a stable government. Post-Communist parties win 13, the centre-right loses 8 (DP + Christian Democrats), the far right 4 (Republicans + PDIU) and the Greek minority gave up on running without having an alliance with a bigger party.

Best Libra results were 2.22% in Tirana and 1.4% in Elbasan. Unsurprisingly idealism didn't pay off in Albania.

PD lost many of their traditional strongholds in the north and ended up third in several towns in the south, so the defeat is seen as a humiliation. Their new leader Lulzim Bashas took a chance when he weeded out many veteran MPs in order to relaunch the party and rid it of the taint of corruption and nepotism, and it backfired. So he is now met with widespread calls to withdraw, especially from the old guard he replaced. He said during the campaign that they could elect a new leader if he failed, so presumably he will step down voluntarily. A shame that his attempt to clean up his spectacularly corrupt party wasn't rewarded by the voters.
Meanwhile LSI, which was created as a kingmaker party, are now in opposition, which could cause an outright collapse next time. Though their feud with PS supporters this time may reinforce some tribal loyalty.

I am not sure that is relevant (though it may be in regards to some aspects of the EU admission process). The violence during the campaign was between PS and LSI supporters (not PS/DP) and "isn't too great" is a massive understatement. Ilir Meta is the new president and can not lead LSI (he has in some ways kicked himself upwards and out), so while they gained they are weakened. LSI saved Berisha in 2009, and PS haven't forgiven them for that. I think they will try to finish them off by keeping them out of influence (an influence peddling swing party without influence is a useless party). There was some rumbling about PS wanting a broader majority to reform state institutions, but they are better off doing that in cooperation with DP as that will secure the durability of reforms.

DP leader Lulzim Basha has "frozen" his mandate as party chairman, which clears the way for a leadership election some time in July, where he intends to stand for reelection.
He blames the defeat on PS vote buying, but also says he assumes responsibility for the result (rather contradictory).
