The local Labour party have produced a video as part of their campaign for the Haverhill East by-election for St Eds

There has been talk in Haverhill about the legality of the Labour video with some people accusing them of going over budget and others pointing out the video has no warning that it is a party political video. The Labour party say that social networking has no rules and they dont need to claim its a party political video.

What are the rules for videos etc.. on social networks ? are there rules in the campaign period?

The general rule is the same - all expenditure designed to secure the election of a particular candidate is returnable as an election expense.

There is considerable room for argument, though, about exactly how extensive the responsibility to return expenses is. In the case of a video uploaded to a social media site, then the costs of making the video are all definitely returnable. But, if the host website agrees to host the video for no cost, then the market cost to the party of the hosting is zero, and I would argue that it was legitimate not to return it as an expense.

Agreed. Some of the footage in the video looks like it was taken from a helicopter, but if a Labour member took it themself the expense argument wouldn't come into it. Be interesting to see how many hits the video receives , since it is a ward specific issue.

 Looks like UKIP will gain the Haverhill East seat with a huge majority.    (good links David)

Here is some background to the by-election in the Haverhill East ward of Haverhill Town Council in St. Edmundsbury Borough (Suffolk).

Haverhill Town Council comprises 16 members elected from four wards – Haverhill East (5), Haverhill North (5), Haverhill South (3) and Haverhill West (3).

The town wards are coterminous with the borough wards of the same name.

The council strengths were:
Elections on 3 May 2007: *Con 10, Lab 5, Vacant 1
Elections on 5 May 2011: +Con 7, Lab 7, Vacant 2
Current make-up: Lab 9, Con 5, UKIP 1, Vacant 1

*Haverhill West town ward was uncontested in 2007 with 1 Con, 1 Lab and 1 Vacant.
+Haverhill West town ward was the only contested ward in 2011, electing three Conservatives.

On 10 May 2011 the town council elected a Labour town mayor and deputy town mayor and then co-opted Roger André (Lab) to the vacancy in Haverhill East ward and his daughter-in-law, Diana André (Lab), to the vacancy in Haverhill North ward.

On 28 July 2011, the town council co-opted Betty McLatchy to the vacant seat in Haverhill West town ward, following the resignation of David Fowle (Con).

On 10 January 2012, the town council co-opted Tim Cook to the vacant seat in Haverhill North town ward, following the resignation of Graham Brandejs (Con).

On 4 September 2012, the town council co-opted Mary Martin (Lab) to the vacant seat in Haverhill North town ward, following the resignation of Diana André (Lab).

On 20 January 2013, Bryan Hawes had notified the town clerk of his resignation as Conservative Group Leader and as a member of the Conservative Party.

On 25 June 2013, the town council co-opted David Roach to the vacant seat in Haverhill North town ward, following the resignation of Tim Cook.

On 10 October 2013, Barry Robbins (UKIP) held the seat in Haverhill North ward, after the resignation of Bryan Hawes (UKIP), following a complaint after a ‘joke’ race comment he made. He had been elected in 2011 as a Conservative, but had left the party to become first an Independent and then a member of UKIP.

The present by-election is caused by the death of Les Ager (Con), who also represented Haverhill East ward on St. Edmundsbury Borough Council.

The three candidates are UKIP, Lib Dem and Lab.

Here is some background to the by-election in the Barrs Court ward of Oldland Parish Council in the unitary District of South Gloucestershire.

Oldland Parish Council comprises 15 members elected from six wards – Barrs Court (2), Cadbury Heath (3), Longwell Green (3), Orchard (1), Willsbridge (1) and Wraxall (5).

Barrs Court and Longwell Green parish wards are combined with the Hanham Abbots East parish ward of Hanham Abbots parish to form the district ward of Longwell Green. Cadbury Heath and Wraxall parish wards are combined to form the district ward of Cadbury Heath. Orchard and Willsbridge parish wards form minor parts of the district wards of Oldland Common and Bitton respectively.
