The incompetence of this local authority seemed only lightly punished by the electorate in 2023, compared for instance to Slough. I do wonder whether ULEZ was an issue in places like here, Dartford (and Slough).

It was still a terrible result for the Conservatives compared to 2022 (nevermind 2021 or the 2019 general election).

I note that in Slough the 2022 results weren't that bad for Labour. The problem in 2023 wasn't the financial mismanagement, it was the bill for said mismanagement coming due in the form of a big rise in council tax and hefty cuts to services.

I assume the "David Day" standing for the Conservatives in the fairly safe ward of Orsett is that David (van) Day?

FWIW, the various areas of the borough will be entitled to approximately the following number of councillors when the review takes place:
Stanford-le-Hope/Corringham: 9 (-1) Orsett ward: 2 (NC) East Tilbury: 2 (NC) Chadwell St Mary: 3 (NC) Tilbury: 3.75 (-0.25) Grays/Little Thurrock/Stifford: 20 (+1) Aveley: 3 (NC) South Ockendon: 6.25 (+0.25)
I suspect that the shift of a councillor from the east towards Grays will benefit Labour, though that may vary depending on the exact arrangement of wards we end up with.

Looks like the Tories will lose everything but Orsett.

Looks like the Tories will lose everything but Orsett. And they only held that by about 100 votes.
