Here is some background to the by-election in the Sutton-on-Sea North ward of Mablethorpe and Sutton Town Council in the District of East Lindsey in Lincolnshire. Mablethorpe and Sutton Town Council comprises 18 members, with 3 members elected from each of six wards – Central, East, North, Trusthorpe and Mablethorpe, Sutton-on-Sea North and Sutton-on-Sea South. (The first three wards are in Mablethorpe). The council strengths were: Elections on 3 May 2007: Lib Dem 6, No Description 5, Lab 3, Con 2, East Lindsey Independent Group 1, Vacant 1 (The final vacancy in Trusthorpe and Mablethorpe ward was filled by co-option). Elections on 5 May 2011: Independent Sutton-on-Sea First 6, Independent Mablethorpe First 4, Lab 4, No Description 3, Independent 1 14 councilors were returned unopposed in 2007 with a shortfall of one candidate and 9 councillors were returned unopposed in 2011. The Lib Dems held 1 seat in each ward after the 2007 elections. There were no Lib Dem candidates in 2011; five of the retiring Lib Dem councilors stood as No Description (2), Con (2) and Independent 1; the two standing as Conservatives were defeated. The result in Sutton-on-Sea North ward on 3 May 2007 was: Lib Dem 1, No Description 1, East Lindsey Independent Group 1 (unopposed) The result in Sutton-on-Sea North ward on 5 May 2011 was: Independent Sutton-on-Sea First 3 (unopposed) The three retiring councillors did not stand, although the Lib Dem stood unsuccessfully as a Conservative in another ward. The Louth Leader described Sutton-on-Sea First as “Andrew Ferryman’s Independent Party”. On 22 March 2012, David Mellor (Independent) won the by-election in (Mablethorpe) North ward, following the resignation of Carl Tebbutt (No Description). Carl Tebbutt, who had been returned unopposed to the town council in 2007 as a Lib Dem, resigned after 22 years in local politics, because he had grown frustrated with the lack of progress the town council is making, constant ‘going over old matters’ and a difficulty to get decisions through. The voting was Ind 297, Lab 143, No Description 30, Ind 28 The council strength in September 2012, following the Mablethorpe North by-election and the resignation of Andrew Ferryman is: Independent Sutton-on-Sea First 5, Independent Mablethorpe First 4, Lab 4, No Description 2, Independent 2, Vacant 1 The by-election on 11 October 2012 is caused by the resignation of Andrew Ferryman (Independent Sutton-on-Sea First). Andrew Ferryman has been receiving regular chemotherapy since last October. His treatment is now finished and he is waiting to find out if it has been successful. A candidate nominated as No Description (who is also the Conservative candidate in the concurrent District Council election) has withdrawn. The Conservative candidate in this town council election was returned unopposed as a Lib Dem in this ward in 2007, but was defeated as a Conservative candidate in (Mablethorpe) East ward in 2011.

Here is some background to the by-election for Market Deeping Town Council in South Kesteven District in Lincolnshire.
Market Deeping Town Council comprises 13 members, elected from a single ward.
The council strengths were:
Elections on 3 May 2007: Non Political Description 4, No Description 2, Independent 2, Lab 2, Vacant 3 Elections on 5 May 2011: Independent 7, Con 3, No Description 1, Green Party 1, Lab 1
The result on 3 May 2007 was: Non Political Description 4, No Description 2, Independent 2, Lab 2, Vacant 3 (unopposed) The remaining three vacancies were filled by co-option.
The result on 5 May 2011 was: Con 942/827/777, Independent 878/852/614/533/481/461/452/446, No Description 831/418/378/356, Green Party 686, Lab 448
The by-election on 11 October 2012 is caused by the resignation of Richard Appleyard (Independent), to concentrate on work after his business expanded.
The candidates are No Description (who was unsuccessful in 2011) and Green Party. A second candidate nominated as No Description has withdrawn.
