If there's another consultation, we will overwhelmingly reject the plans as we did 11 years ago. In Dorset, there is a case for looking at the number and borders of the second-tier districts, but I'm not fond of the trend towards simple mergers and unitaries as a cost-saving measure.

I don't know why it is assumed that any mergers or new councils have to be unitaries, which just lead to a breakdown of strategic thinking when done at the borough/city level or a breakdown of local democracy when done at a larger level. The two tier system was set up for a reason, to allow a division between local decision making (eg planning) and strategic decision making (eg highways). But as far as the specific plans are concerned, putting Christchurch with Bournemouth rather than Dorset is by far the worst aspect of it, especially as there is a huge distrust and suspicion of Bournemouth Council from many in Christchurch.

I agree that the original purpose of the two-tier system seems to have been forgotten in Whitehall, but not all mergers result in unitaries. In Suffolk the proposed mergers are currently planned to lead to larger districts without abolishing the County Council AFAIK. Christchurch should of course go with Hampshire.
