Putting in a Tory Candidate has the opportunity to raise the turnout. Both of Tories and anti Tories. I suggest possibly up to 2004 levels.

The by-election on Thursday in Iver Parish in South Bucks District will be the second by-election in August for a Conservative seat on Iver Parish. If the Independents win a second seat from the Conservatives, it will lead to a 7-7 tie on the parish council.
Here is some background to the two recent by-elections in Iver Parish Council in the District of South Bucks.
Iver Parish Council comprises 14 members elected from three wards – Iver Heath (6), Iver Village and Richings Park (7) and Iver West (1).
The council strengths were: Elections on 3 May 2007: Con 12, Lib Dem 2 Elections on 5 May 2011: Con 9, Past Parish Councillors 3, No Description 2 Following the Iver Vilage and Richings Park by-election (2 August 2012): Con 7, Past Parish Councillors 3, No Description 2, Ind 1, Vacant 1
The result in Iver Village and Richings Park ward on 3 May 2007 was: Lib Dem 741/521/398/??, Con 730/692/640/612/566, No Description 440/??, Ind 411 Elected: Lib Dem 2, Con 5 (My copy of the Declaration of Result of Poll is corrupted and I have no figures for the last two candidates)
The result in Iver Village and Richings Park ward on 5 May 2011 was: Con 859/849/837/779/756/658/598, Past Parish Councillor 838 Elected: Con 6, Past Parish Councillor 1 (The past parish councilor had been elected as a Lib Dem is 2007).
By-election in Iver Village and Richings Park ward on 2 August 2012, caused by the resignation of Pat(ricia)Leech (Con), who worked tirelessly for the construction of the Iver Rec pavilion and gave up literally within days of the acceptance of the pavilion: Ind 381, Con 305, UKIP 73 Ind gain from Con
The result in Iver Heath ward on 3 May 2007 was: Con 761/756/731/703/698/663, Lib Dem 511 Elected: Con 6
The result in Iver Heath on 5 May 2011 was: Elected: Con 2 Past Parish Councillors 2, No Description 2 (Unopposed) Both past parish councilors were unsuccessful Lib Dem candidates in 2007.
By-election in Iver Heath ward on 30 August 2012, caused by the resignation of Mark Stockhausen (Con): Candidates: Con and Ind

Actually I am Confident Labour should walk it. I assume Neither Con or Lib Dem will be 2nd but acknowledge that either Green if they can tell the electorate they were there in May or The Indy if he has a local presence could take that. I have put LD ahead of Tory for the sole reason that the Tories haven't contested the ward recently.
Note Reposted in the right place now, thanks Pete!

Adds up to 99.8, but never mind Four out of five votes in a four-cornered contest is reasonably satisfactory.

I had a look on Google street view and based my prediction on that and previous election results. It looks like the kind of place Labour would be very concerned if they lost such a solid grip upon it, especially in the current electoral environment.

Result reported on Twitter in percentages: Lab 79.9 Ind 15.5 Green 2.5 Conservative 1.9 Turnout 39% The deliberately offensive and verging-on-the-genocidal maniac who thought that it was even remotely appropriate to tweet those percentages without telling us the actual result, also specified that it was "up 16" which implies that the turnout went up from 23% in May to 39% this time. This would extrapolate to a turnout of about 608, which would imply voting figures of: Lab 486 Ind 94 Green 15 Con 11 (or 12)* The total of 99.8% may be accounted for by the inclusion of 1 or 2 spoilt votes in the denominator / total. * However, a total of either 606 or 608 would produce percentages of 1.8% and 2.0% respectively for 11 or 12 votes for the Conservative Party, rather than 1.9%. It may be that the hysterical ultra-hippopotamus who tweeted the above information may have committed the sin of failing to round percentages correctly, *as well as* the sins of not making a total of 100.0%, not reporting the turnout, not excluding the spoilt votes from the calculations, and not reporting the voting figures.

Obviously, one can't disagree with that in general terms. Getting 80% in a four cornered contest (a by-election, especially) doesn't happen *that* often, however.

The raw number of votes for Labour in this by-election is particularly impressive - up by about 80% since May, and 160 votes above the previous high. Especially so when you consider that it took place at the tail end of the holiday season. I wonder why the turnout was so much higher this time? The link Meurig posted seems to imply a more active campaign than usual which would certainly help getting out the votes, perhaps helped by having a Tory to vote against, but its certainly an impressive increase in turnout.

Absolutely, and they obviously did a very professional job. I'm not at all surprised the Tory only got 12 votes!
